John J. Luckett Biography

Mr. Luckett currently serves as a Senior Program Director for the National Domestic Preparedness Coalition (NDPCI) a nonprofit 501(c)3 organization.  He is responsible for managing a 3.145 million dollar Competitive Training grant from the U.S. Department of Homeland Security (DHS), to develop, and implement the Operational Value of Threat, Risk, and Vulnerability Assessment course for the NDPCI.  This course is currently being trained in all 50 States and 6 U.S. Territories. Mr. Luckett oversees threat, risk, and vulnerability assessments throughout the United States and is the company’s private sector liaison.

In 2007, Mr. Luckett retired from the Orange County Sheriff’s Office, FL, Homeland Security Division as a Sergeant, and was hired as the manager over security for the Busch Entertainment Corporation’s Orlando theme parks (SeaWorld Orlando, Aquatica, and Discovery Cove). While there, Mr. Luckett was charged with managing the security officers, developing training, conducting internal and criminal investigations, VIP protection details, liaison with federal and local law enforcement, emergency planning, mass evacuation, and infrastructure/asset protection within the Busch Entertainment Corporation. Mr. Luckett obtained his secret clearance through the FBI in 2007.

Prior to retiring from the Orange County Sheriff’s Office, in Florida, Mr. Luckett held the rank of Sergeant and was selected as an inaugural member of the Orange County Sheriff’s Office Homeland Security Division and directed the Sheriff’s Office Private Security Task Force.  Mr. Luckett’s efforts were focused towards protecting critical infrastructure within the State of Florida by supervising and conducting threat, risk, and vulnerability assessments and Homeland Security training across the State of Florida.  Mr. Luckett represented the Sheriff’s Office as a member of the Florida Department of Law Enforcement’s Critical Infrastructure Committee, which was responsible for the coordination and protection of critical infrastructure on a state level and was a developer of and conducted Homeland Security Comprehensive Assessment Model (HLS-CAM) training for the Florida Department of Law Enforcement.  HLS-CAM is a comprehensive Threat, Risk, and Vulnerability methodology that was adopted by the State as its assessment model.

During his Career at the Orange County Sheriff’s Office Mr. Luckett held various assignments including; uniform patrol, critical incident management, DUI and traffic interdiction, emergency response teams, street crimes, field training and evaluation, and began teaching for the police academy. In 1998, Mr. Luckett was assigned to the Florida Police Corps and was part of the development team creating a unique residential police academy for the state of Florida.  The Police Corps exceeded State of Florida academy standards by providing advanced training in the areas of tactical driving, defensive tactics, vehicle pursuits, tactical firearms, law and ethics, and physical fitness.  Mr. Luckett was certified as a law enforcement high liability firearms and tactical driving instructor and received several awards and recognitions including; metal of merit, governor’s award metal, of commendation, civic service ribbon, community service ribbon, and multiple unit citations.

Since 2003, Mr. Luckett presented Pilot programs and is a subject matter expert for the National Sheriff’s Association, First Responder Weapons of Mass Destruction program. The program is a four day course covering, Infrastructure Vulnerability, Threat and Risk assessment; CBRNE for first responders, Incident Management, Crowd Control, Bomb Threats, IED Recognition, Booby Trap Recognition and Post Blast Investigation.

Mr. Luckett graduated summa cum laude from Mountain State University with a bachelors degree in organizational management. He has presented numerous lectures and trainings to First Responders, and executive level responders, corporate security representatives and representatives from several major universities on topics such as critical infrastructure protection, threat, risk, and vulnerability assessments, and Continuity of Operations Plans. In the past few years, these presentations have taken place in Ohio, Washington, Colorado, Alabama, Georgia, Rhode Island, Maryland, Michigan, Mississippi, New Hampshire, Florida, Virginia, and Washington D.C.
