The HLS-CAM™ methodology has been adopted by the State of Florida as the State's assessment model. It is being utilized in the following areas:

  • Florida Regional Domestic Security Task Force to assess all seven regions of the State; Individuals from all 67 counties have been trained (and the second round of training has been completed).
  • I-Florida Grant Project to assess State owned bridges.
  • Florida Department of Transportation to assess all FDOT facilities and Infrastructure.
  • State of Florida to assess all State owned facilities and infrastructure as mandated by Florida State Statute.
  • Florida Department of Emergency Management to assess all Emergency Operation Centers (Must use HLS-CAM methodology to receive grant money for improvements).
  • Various local jurisdictions throughout the State of Florida have been trained and are in the process of completing the HLS-CAM™ for their areas of responsibility.
  • Alltel Stadium, Jacksonville, FL, assessed using the HLS-CAM™ methodology for Super Bowl XXXIX
  • Pro Player Stadium, Miami, FL assessed using the HLS-CAM™ methodolgy for Super Bowl XLI
  • The HLS-CAM™ methodology has been adopted by the State of West Virginia as the State's assessment model and is being used to assess the critical facilities, infrastructure and events throughout the State.
  • The State of Georgia is using the HLS-CAM™ methodology to assess their privately owned facilities and infrastructure.
  • Several jurisdictions within the State of New Hampshire have used the HLS-CAM™ to assess their communities, including Laconia, Londonderry and the Great North Woods.

The HLS-CAM™ methodology has been adopted by the National Guard Bureau in all 50 States as the baseline assessment for the Full Spectrum Vulnerability Assessment.

The HLS-CAM™ is also being used by the National Park Service in conjunction with the Pennsylvania State Police to assess Independence National Historical Park, located in downtown "Center City" Philadelphia.

Department of Homeland Security, Office of Grants and Training

In June of 2004, the National Domestic Preparedness Coalition received a grant from the Office for Domestic Preparedness to demonstrate the HLS-CAM™ methodology and HLS-CAM™ Automation in the States of Florida and Mississippi.

In November of 2005, the National Domestic Preparedness Coalition received a second grant from the Office of Grants and Training, formerly ODP, to demonstrate the HLS-CAM in the State of New Hampshire.

In 2006 The NDPCI worked with DHS, Office of Grants and Training, Systems Support Division, conducting HLS-CAM Assessments in Jackson County, Mississippi and at George Mason University, Fairfax, VA Campus. 

In 2007, the NDPCI worked with DHS, Office of Grants and Training, Systems Support Division, conducting HLS-CAM Assessments in Pittsburg, New Hampshire and Londonderry, New Hampshire.
